Superintendent

Colonel Jeffrey S. Katz was appointed Superintendent of the Virginia State Police by Governor Abigail Spanberger in January 2026 and began serving in that role at the start of the Governor’s term.
Colonel Katz brings more than three decades of public safety leadership experience across municipal, county, state, federal, and academic environments. Most recently, he served as a faculty member at the FBI Academy, where he helped prepare senior law enforcement executives for agency leadership through graduate-level instruction in leadership, organizational psychology, and executive decision-making. His work focused on strengthening organizational alignment, ethical leadership, and long-term institutional resilience.
Previously, Colonel Katz served as Chief of Police for the Chesterfield County Police Department from 2018 to 2024, leading one of Virginia’s largest and most complex law enforcement organizations. Earlier in his career, he held a variety of supervisory and executive roles in Florida law enforcement, beginning his career in 1989 and ultimately serving as Chief of Police in Boynton Beach.
Colonel Katz holds a bachelor’s degree in criminal justice from Saint Leo University and a master’s degree in business leadership from Nova Southeastern University. He completed doctoral-level coursework in organizational psychology and is a graduate of the FBI National Academy, the Southern Police Institute Command Officer Development Course, and executive leadership programs at Harvard University and the University of Notre Dame.
As Superintendent, Colonel Katz is committed to strengthening public trust, supporting the men and women of the Virginia State Police, and ensuring the agency remains a modern, professional, and mission-focused organization in service to the Commonwealth.

Keenon C. Hook
Deputy Superintendent
Lieutenant Colonel Keenon C. Hook was promoted to Deputy Superintendent in April 2025. He reports to the Superintendent and manages the day-to-day operations of the Department. Prior to his promotion, Hook served as the Director of the Bureau of Strategic Governance.
Hook began his public safety career as a prosecuting attorney, where he was inspired by the professionalism and service of the troopers whose cases he prosecuted. He later joined the Department as a patrol trooper before being promoted to special agent in the Bureau of Criminal Investigation’s Chesapeake Field Office. There, he investigated violent crimes and later supervised both the bomb-arson and violent crime special agents in southeastern Virginia. His leadership roles have included command of the Criminal Justice Information Services Division and executive oversight of key agency functions including information technology, finance, human resources, and training.
He holds a Bachelor of Arts degree from The Citadel and a Juris Doctor from the College of William & Mary’s Marshall-Wythe School of Law. He is also a graduate of the University of Virginia’s National Criminal Justice Command College. Throughout his career, Lieutenant Colonel Hook has remained committed to public safety, principled leadership, and continuous improvement in service to the Commonwealth.

- Executive Protection Division (EPD) — provides security and transportation for the Governor and his immediate family members.
- Professional Standards Division (PSD) — conducts and coordinates the investigations of allegations of misconduct on the part of Department employees, provides the Department with independent and objective audits and reviews of Department operations, and conducts inspections of all organizational components within the Department.
- Bureau of Strategic Governance (BSG) tracks, monitors and guides the Department’s progress toward achieving and sustaining objectives and strategies.
- Public Relations Office (PRO) — promotes all aspects of public safety through comprehensive public information and education programs.
- Bureau of Administrative and Support Services (BASS) — provides essential services through extensive technical and professional expertise.
- Bureau of Criminal Investigation (BCI) — provides thorough and comprehensive investigation of all criminal matters mandated by statute and established Department policy.
- Bureau of Field Operations (BFO) — provides both traffic enforcement and criminal law enforcement while patrolling over 74,000 miles of state roadways and interstate highways throughout Virginia.
